Allen and music to Joseph M. Daly and published by Daly in 1913 or to "When You're All Dressed Up and No Place to Go," words by Benjamin Hapgood Burt, music by Silvio Hein, published by T. B. Harms & Francis, Day & Hunter, also in 1913. It looks to me a little more like the latter, which begins
When you're all dressed up an' no place to go,
Life seems weary, dreary, and slow.
My heart has ached and bled
For the tears I've shed.
It was also apparently the more popular song; according to Edward Foote Gardner, Popular Songs of the Twentieth Century: Volume I -- Chart Detail & Encyclopedia 1900-1949, Paragon House, 2000, p. 307, it appeared in the show "The Beauty Shop," and was the twenty-fifth most popular song in America in 1914, peaking at #5 in August of that year. - RBW
