The assumption implicit in the keyword "political" for this song is obviously that "Mister Hoover" is President Herbert Hoover, who served from 1929 to 1933 and oversaw the beginning of the Great Depression and refused, due to his political convictions, to take major action to deal with the situation. He made some attempts at relief, but they were not sufficient. Hence, perhaps, his willingness to give a sack of flour, but not enough other materials to actually bake with the flour. I'm not sure that this is required by the fragment, but it makes sense. - RBW
