NOTES [69 words]: Abrahams-JumpRopeRhymes thinks "Little Lulu" refers to a comic strip character by the same name, drawn by American author Marjorie Henderson Buell ("Marge"). The strip ran from 1935 to 1944, and eventually was turned into short films and a TV series. Obviously the character might have inspired the verse, but this is beyond proof -- and Wikipedia claims that Little Lulu always wore a red dress, not a blue one. - RBW
